Possible routes for troubleshooting:

1. Did you try running it on ASHRAE heat loads?

2. Did you try doing a dynamic simulation instead?

3. These rooms, are they fully internal or do they have an external boundary?

I don't quite use such load calculations, I generally stick to dynamic simulations, so I'm afraid I won't be of much help. Try contacting IES support.

I have sent you a private message as I think having a look at the project you are working on will be the easiest way to help you out here.

I'll post back here with any feedback and hopefully be able to give yo a few pointers to help troubleshoot things like this in future.

It's just been brought to my attention I didn't ever follow this one up on here.

The problem was related to the profiles, because the steady state calcs only look at each profile at a snapshot in time (12:00 by default) most of the heating profiles were OFF (less than 50%) at that time so no heat loads were calculated.

A useful lesson for anyone new to using the steady state loads calcs in <VE>.
